Build of Docker Images failed due to relocated Dockerfiles

Description

The docker images at https://hub.docker.com/r/pulp/base/builds/ are not being built due to wrong location of Dockerfiles.

Error:

Build path does not exist: ./dockerfiles/centos/base

Fix:
Update the git repository information to https://github.com/pulp/packaging and set branch to "docker".

Pulp 2 is approaching maintenance mode, and this Pulp 2 ticket is not being actively worked on. As such, it is being closed as WONTFIX.
