I agree we should have some info on how to do this. I think the wiki wold be a good place for these docs. I believe we should not do this in our actual docs.
We should try hard to keep the documentation specific to the Pulp specific packaging info. We should not redocument the package maintainers guide[0] in any way. Probably pointing the reader to the package maintainer guide as a first step would be good since they will need that as required background info.

The wiki would be fine with me.
What is intended here is not to add redundancy by rewriting the fedora packaging docs. Instead, I am hoping for a pulp specific step-by-step with links to the relevant upstream docs.
