Description

Despite my efforts to the contrary, the build promotion jobs get marked as "Failed" (red ball) when the corresponding test jobs before it fail. The job should only fail if the promotion automation itself fails, and should only be marked "Unstable" (yellow ball) if promotion is blocked by failed tests.
