Description

We are no longer building for pulp 2.7 and older, so the related jenkins jobs are not useful. We should remove the useless versions from the jjb project matrix so that they no longer get updated and remove the jobs from jenkins.

I don't think it's worthwhile to keep the history for the build-automation-repo jobs or the pulp-smash (pulp-x.y-dev-platform) jobs for these older versions, but will start a discussion with job owners before taking any destructive action.

2.7 repo builders & testers are gone, but the PR testers remain. I'll clean those up (as well as some 2.6 testers) and this should be done.
