Description
Our syslog RFC compliant logger is generally useful, and if we split it out into its own package other projects can make use of it too. This would even benefit our own packages, such as gofer.
In the process we should make sure it gets added to PyPI, and consider porting it to work with Python 3.

Pulp 2 is approaching maintenance mode, and this Pulp 2 ticket is not being actively worked on. As such, it is being closed as WONTFIX.
