Users cannot download Blobs in parallel

Description

The v2 sync task currently downloads each Blob in serial, rather than downloading them in parallel. The pulp-admin help text does offer the --max-downloads flag, which is still respected by v1 but not by v2.

IMO, whether this is a 2.0.0 blocker or not depends on whether this can be viewed as a regression. pulp-docker 1.x couldn't sync v2 at all, and now it can. However at a higher level --max-downloads worked in 1.x and only partially works in 2.x. So let your internal PR department be your guide, triage team.
