Description
This will be a plugin by plugin feature, but I'm not sure which plugins are able to support it so I'm writing it here to track the work.
If a sync will overflow the filesystem that /var/lib/pulp/content is being stored on, Pulp should refuse to sync. This may not be possible for all plugin types because you may not know the size without fetching the data itself. A coded exception should be introduced which will be raised if the plugin sync detects this situation exists.
