Each Python setup.py should install any other required files/folders for the package to work

Description
Currently, our spec files and pulp-dev.py scripts are responsible for installing a myriad of required files. This is a duplicated effort, and now that we have a second spec file in Fedora it is a triplicated effort.
We should make our setup.py files install all required files that the Python packages require, remove all the install/copy/mkdir commands from both of the spec files, and eliminate the pulp-dev.py scripts.

Pulp 2 is approaching maintenance mode, and this Pulp 2 ticket is not being actively worked on. As such, it is being closed as WONTFIX.
