closedDocker repositories have a repo scratchpad dictionary named tags
Description
Docker v1 repositories get an entry put in their scratchpad called "tags". v2 repositories also have tags, but they are more specifically namespaced as "v2_tags". The v1 repositories should have their "tags" renamed to "v1_tags" for consistency. This is not done as part of the v2 work to save time, but it would be a nice clean up to do some time in the future.
If this issue is not resolved prior to the removal of v1 support from pulp_docker, than this issue can serve to remind us to remove the tags attribute from the scratchpad.

I'm a little surprised that this got marked as backwards incompatible. I
thought the "scratchpad" in all of its terrible naming was meant to be
"internal" to Pulp. Do you believe that outside API users are making use
of this field, or do you mark it this way just because there's no way to
know for sure?

IIRC, the point was made that the scratchpad was included in API responses.
