Currently, only the packages that the user lists will get synchronized. We should add a --recursive option to the importer that will cause it to also download the dependencies of the specified packages. Deliverables:
- Add a new importer config to download recursively
- Add support for the recursive download to the importer
- Add the new setting to the CLI
- Write release notes
- Add an example to the docs
- Write tests
