Provide a tool to find content units that are missing from disk

Description

Sometimes we will end up in a situation where a content unit is in the database but missing from /var/lib/pulp/content. This results in failure when a corresponding repo is published. It would be useful to have a utility to identify all of these missing units.

Pulp 2 is approaching maintenance mode, and this Pulp 2 ticket is not being actively worked on. As such, it is being closed as WONTFIX.
