Pulp packaging does not follow fedora packaging guidelines

I noticed today that installing files to /srv is not allowed per the Fedora packaging guidelines: http://tinyurl.com/ozm2sgg. Pulp currently installs some wsgi scripts in there.

There are likely other differences between pulp.spec and the Fedora guidelines as well. This issue is a general "get pulp.spec to follow all packaging guidelines" issue and is not specific to just /srv. IMO, following the guidelines is general good practice, and will help with getting Pulp itself accepted into Fedora if we go down that route in the future.

I suspect these changes could be done in a Y release but I have not researched it thoroughly. The work may need to be broken down into Y and X components.

Pulp 2 is approaching maintenance mode, and this Pulp 2 ticket is not being actively worked on. As such, it is being closed as WONTFIX.
