Pulp does not limit the number of changelog items that get stored with an RPM unit in the database

Description

We currently carry a patch for createrepo that limits the number of changelog entries retrieved from an RPM to 10. We should probably just limit this amount in Pulp code and stop carrying this dependency.

We currently only carry the dependency for EL6, Fedora 20 and 21. We don't carry it for EL7, which means those machines get the full changelog stored with each RPM unit in the database.

We do not currently limit changelog length on el7 so we have an exposure until this gets fixed.

Pulp 2 is approaching maintenance mode, and this Pulp 2 ticket is not being actively worked on. As such, it is being closed as WONTFIX.
