As a user, I can remove Python packages from my repositories using pulp-admin

Description
The platform supports removing Python packages via the REST API, but the Python admin client extensions do not yet include the command. Deliverables:
- Add a command to remove Python packages from repositories
- Include unit tests for the command
- Document the command, perhaps in the getting started/recipe section of the documentation.

Just realised that we are moving it to 'modified' after merging and NOT to closed. Updating status accordingly.

Redmine has a feature where you can write fixes or closes and a bug
number in your commit message, and when it gets merged it will
automatically set your issue to the correct state and also make a
comment on it that has a link to your commit. It's pretty sweet. I've
been writing it as the last line of my commit message, like this:

By the way, you can also write re #102 to add a comment on a bug without
changing its state. I did this when something I did failed tests later
and I needed to make an additional commit on an existing issue, but the
state didn't need to be changed.
