docker sync task does not display in pulp-admin UI

Description

On pulp 2.7 on rhel 6, if you attempt to sync a docker repo, it does not display any output via pulp-admin. For example:

pulp-admin docker repo create --repo-id=synctest --feed=https://index.docker.io --upstream-name=busybox

and then:

pulp-admin docker repo sync run --repo-id synctest

The sync command will print a banner and immediately return the user to the command line, instead of printing output as the sync occurs.
